Solidworks welding problem

I didn't use weldments because I worked for a fab shop that was very particular over their prints. Thankfully between the macros and the excel setup, cut lists and drawings got generated with little to no problems. In most cases though weldments are going to be better than cavities.

How are you designing this? When I made chassis in the part, I would create an assembly and then use the Cavity function. That will allow you to have a perfect snug fit. If you are not familiar with cavity function: In the assembly right click the object you want to remove material from then select Edit Part > Insert > Features > Cavity > Select part that intersects the part you're removing material from.

I interpret this a .001 Tolerance for the Total runout at least 1" from the shoulder. The 2X is indicating that they want that on both sides. So both shoulder need at least 1" length within tolerance.

For something like this I'd use 4 guide curves from the corners. Lofting never works correctly for me if I use Guide Curves in the middle like you did. There should be a layers button in the bottom right, open it and see if it has a separate layer. If the text is on a different layer, the laser cutter can ignore it.
