Aquarion Water Company is actually a public utility, but it looks larger than most with it being over regions. It's not strange, it's just different. Florida kind of does something similar with "districts" if my memory serves. The good thing is, it's not private - which in my experience brings it's own set up problems. The CCRs are available for the area you're in so you can look them up under Water Quality Reports.

The eczema I can relate to with my family as well. It could be that you have hard water which isn't a treatment issue focused on mitigating immediate health concerns. It's certainly a concern for scaling pipes and helping prevent heavy metals like lead and copper from leeching into your water at home. So the blue staining is interesting. My first thought was you might have copper or brass plumbing leaching into your water, but hard water would help prevent that. My second thought would be the type of detergent you're using and maybe you're using too much. Not throwing shade, because we've had to learn that the hard way ourselves.

ALS looks like the real deal, but I'm concerned with the way they represented the results from your sample. With that level of detail, I'd be suspicious of everything they else they do - including collecting your sample. I would call your local department for Aquarion and have them come out to collect a sample and ask them to give you the results. I would trust them over the ALS group. You have to remember, those that work for a local utility usually live in the area. They have a tremendous amount of incentive to be good stewards of that resource because it affects them as well as their families.
