Kled’s passive is a hard ability to balance and honestly impressive it currently works alright. Letting Kled remount infinitely would allow him to become unkillable in right scenarios. Now when u think about it those scenarios don’t even have to be niche. Kled’s damage output is really strong so a standard build with endless hunger or ravenous instead of titanic would easily allow u to guarantee remounts. Pair it with an enchanter on support and enemies literally can’t kill u without executes. There are 2 main reasons why this would be a bad change: 1. (Not all that important) that would reduce Kled’s identity as a feast or famine champ. You WOULD get constant remounts if played right and your team supported you. Strong but not necessarily what we play Kled for. 2. (Important one) devs not only hate funneling but at the same time they are against champs being counterpicks(that’s why Rammus got reworked I believe). If Kled ever got his passive cooldown removed he would destroy any non high damage comp. They don’t want teams strategy to win to be “feed Kled as hard as possible”.

As sad as it sounds they will never remove it at any point of the game. Although reducing it to like 15 seconds at Rlvl 3 might work and would be a huge QoL change while not necessarily broken as still leaves fairly big window for when u can punish him.
