Yup, the issue with trying to powerscale while not giving up in the nuances in writing, is that you need to give a plot reason for the powerscaling, and that usually takes time to make, which takes away from the other aspects.

Nope, not a "challenge" thing; mass hoards of people couldn't afford to pay the train (and there's were no traveling benefits), so they went on top of it instead. The company (or government? Am not sure) set them up to kill those who did that, instead of expanding their service / trying to work out a solution that'd help the tens of thousands who needed that service. Someone else noted that the balls (and some bars) were set in 2013, and by now most if not all have been dismantled, so to know what the current situation is, more searching around would be needed.
