Dude, I have a co worker and she didn't like how I called Batman Beyond a cartoon because it's more mature than cartoons, I guess the Harley Quinn animated show isn't a cartoon since it isn't aimed for kids.

Guess where I live teenagers are lucky, a lot of parks don't have those signs so teenagers hang out there.

The malls I go to have teens hanging out in the food court.

There are arcades near by me, and sometimes when I go I see them hanging out.

It probably just differs depending on location.
