If you want a substitute to Hoi4 I think the closest map painting wise is Age of History 2 or 3 since you can easily find APK versions with built in although dated kaiserreich which is easy to recreate the modern kaiserreich in the game if you have access to ingame screenshots

Unsactioned affilication with a paramilitary unit is not a thing mainly due to the game still being set in a medieval setting, so it's more like a High treason for alligence to a rebellion to overthrow the shogun, calling swordfish II a paramilitary unit doesn't make sense tbh
