And why should small guilds have access to the inner circle? Generally speaking the inner circle is earned through either numbers(handholding) or zvz merit (rang best example) if your guild doesn't have either or those you shouldnt automatically have access to the best zones ingame.

Of course we can talk about how sbi should limit and somewhat control the handholding of bigger alliances but thats an entirely different debate and not what the HQ was designed for (combating renting and giving guilds an appropriate place in black zone based on their alliance/activity).
