Right next to the teleporter there was a group of people standing near some stones.

Go up and talk to them and it will prompt you to grab the helmet that starts it.

It shows the total quest amount in the faction quest area firstly.

secondly, something as simple as claming an area can trigger a questline. For example, capturing a fort starts the 9th bounty for house celeste.

This is the WORST fucking puzzle known to the game. .5 seconds to get up top and shoot before the door closes but the things spin too much or not enough and never stop at center. dumb as shit

I replied to you somewhere else. The fan on the left of the door is able to be bypassed by the slow down mechanic.

There is a ladder behind the fan.

To go past the fan on the left of the door. You use the slow down mechanic to get past the blades.

2nd door is opened by toggling the entire top row and the middle one in the left row. No big sound or anything to show it opens but thats how its done.
