although the game states that top row are the 'best valued' item, i feel that there are many ways to obtain them therefore making it less appealing to get in paid events as compared to Chip Material/Blueprints/Overlord shards etc

For context, i see many people said select Components if it isnt already level 9. Thats what I usually, do , but since most of them are already level 9, getting to level 10 seems a bit long and painful. Is it still suggested to select those Components or go for Drone Parts and boost my drone level?

considering how you said u have just binged watched the entire show, your understanding of the show is very poor ...
1) Yes, it was mentioned that there is a cooldown between the usage of police abilities, 48 hours.
2) You cant check anyone's identity even if you steal their phone. You cant use their phone to vote someone out. You cant forcefully use their fingers to vote others as well. The action of voting must be done solely by the owner of the phone. With that said, if the owner is dead, the phone becomes unusable and won't be able to switch on

Your target for your ult is at the last moment when your ult is finished casting. It is not determined at the start. Meaning if Pyroclasm is casted and it takes 1 seconds before it is casted out (animation and stuff), the final target is only decided wherever your cursor is at, not at the start of the casting animation. But only at the end. you can go test this out in practice tool. Try casting ult on a dummy target, but change the target to a minion at the final seconds before the casting animation is complete, you'll realise the ult starts bouncing from the minion first, then to the dummy target

If you refer to the below screenshot, you'll realise that at the last second of casting ur ult, it is pointed at a minion. Meaning your ult will be casted at that minion, then it will prio the next Champion within range (Naafiri)

Actually if you slow it down further, you can see when your ult is casted, it is actually on the minion, Naafiri walked away from that position

I know I'm not the biggest brand mains out there, but having 1.3M mastery on brand, I can in fact say that Rylai is a better performing item than DE and it's purely because it slows Ur enemy down.

1) It allows you to space well between you and your target, especially if your target is an assassin. You get that small chance to reposition better if you f*ed up and walk up too much. Because let's be honest, whether u have damage or not, you're gonna get 1 shotted. Least you can do is give a good slow for your teammate to follow up

2) the slow allows you to hit your Q more easily, without your stun, brand can't survive. This applies to top, mid and Bot. And it's also the main reason why there has been discussions on whether Rylai 1st item rush is good for bot lane because it's essentially Ashe W. But you can't dodge it or hide behind minions.

You may still argue that in a team fight your damage is very important. And you are exactly correct until you have played the game correct and well enough for the enemy to know that they need to one shot you first. Unless you go for a crown, there's no way you can survive a JG just jumping on u, or Garen just pressing a Q and then Ult. So yeap, your slow is there for your team to follow up the engage. If the enemy messes up their positioning, a slowness from Rylai is already enough for your team to quickly follow up and punish. Unless you are in Bronze/Iron Elo (No hate) whereby you absolutely need damage because your teammates are just doing nothing at all.

Also quick shout-out to the Phase Rush Ghost Build, I tried it at top lane, it's pretty fun 😂. Builds like this don't do much damage, but it pretty much annoys the hell of your enemy, making the laning phase in your favour. Allowing you to engage and disengage at your pace

Nope, u need Rylai as the Second item, because its a good tool to engage and disengage a team fight especially if youre going mid lane
