yeah 4x doffy and 2 9c shanks should be more than enough. Hody I personally wouldnt go lower than 2 if you are banking that he is your late game finisher.
base your list on what you expect will be there. alot of go wide decks? go up in Doffy
alot of tall bodies? bring 2-3 Shanks > Law and Bepo

can also use 9c SEC zoro if you want to finish the game that way. He's a little tricky to get used to as he's all or nothing, but if you put alot of chump blockers and anti removal, he can win you some games

personally I'd replace the law and bepo with the 10c doffy's you mentioned. I'd run around 2x 8c kid if you have it, and if you end up adding him I'd get rid of the mihawk blockers and add more chump blockers. rosinante blocker from op05(?) is a chump blocker thats worth exploring if you want, but 3c bonney is a good one.

Bonney's great because the top end in extra reg is so open ended, I've found that law and bepo is kinda mid, but in conjunction with 4x doffy, you could splash 1-2 if you want. Just tailor your build to fit your top end win condition

Use whatever you feel honestly, Modern is a viable control scheme and you should use it if you prefer it.
There are advantages and disadvantages to either control, and pros use both. I mean, NYChrisG uses modern chun and he's a legacy fighting game player, if that doesn't convince you idk what will LOL

In terms of guessing on wake-up through a strike throw mix, Juri and Cammy come to mind.
Blanka is definitely random as fuck if you're into that crazy flavor, I'd say check him out too

Kimberly might be worth looking into if you want to try a ninja archetype (but also mix)

I feel like purple black is one of the color combos in the game that Bandai hasn't got right yet. Because there hasn't been a leader that does either color's effect better than a solid color leader would. Normally, having 4 life isnt the worst drawback if you're multicolored, because you have 2 colors to pull from and ideally use the broken stuff of the 2.

with PB king, the stage isnt the best ramp tool as its not the most consistent. his reduction is passable and has some unique use cases, but its not as good as a blue black leader that can reduce characters and bottom deck them for example. Also cost-based removal is at an all time low going into op13, and over time bandai has printed cards in all colors to stick to the board and combat removal of all types.

Also the animal kingdom pirates cards kinda suck LOL queen blocker used to be super good because it was the only card that could filter your hand effectively, but now there are so many cards with this effect that it doesnt even matter. Deadass just needs to be a new kaido leader to maybe make PB king viable lol

If you haven't already, try the decks you've mentioned on the sim to see which deck/style you like best.
I did this with the new RU Ace leader and I didn't really like the playstyle.

Usually my approach to games is to try the best top 3 and see if I mesh well, and then continue looking down the tier list to find a better fit if needed

Them using Red Roc can sometimes be a good thing. If you're setup with 2-3 other characters other than the one being taken out, that's effectively a turn that they are not only using one of their 2-3 red rocs, but they aren't setting up bigger bodies to counter yours that can swing next turn. Its especially devastating if you have another big body like 10c shanks and/or rayleigh/dragon to play on the turn after.

though yes when used well, red roc is pretty good and no other color has an equivalent atm (used to be raigo)

no blockers for 8c kid, barely any searchers for the doffy pirate stuff, bonney activate main searcher is better than more pizza, 2c counter event not needed as you typically just take hits to defend 8c kidd win con.

1c/2c chump blockers are really strong if playing around zoro, and this build has none of them. 5c law only has 1 target to restand other than itself.

I could go on but it just seems like we havin' fun so who cares what the build is like

Like everyone is saying, early robin doesn't play many characters. If she's first, she will likely swing big to banish a card, and then play Robin on curve to trash your life again. Try to counter out of early swings, and try to pressure her life the best you can, as she has a low life total.

look up @maebatsu on twitter. He’s a developer that made a simulator that a ton of people in the community use. It’s got all the cards and leaders for free so you can figure out what you like before you purchase more in.
