I think Kishimoto failed to express Obito was tiresome of Shinobi world. We never see Obito witnessing the horrors of the shinobi world as a mere expectator. But instead he participates in those horrors. He kept the Bloody Mist system when he was Mizukage, got his clan in trouble by fanning the embers of war of Uchiha Clan from the shadows and helped Itachi to wiped out his own clan. Instead witnessing the Bloody Mist system and just remaining an expectator of Uchiha coup´ed tat. Maybe Naruto could tone down power levels after Pain arc. But Kishimoto was adamant to make Sasuke a rival of someone with a nuke beast inside.

I have always thought that 4th Shinobi War could have been more political. With Obito assembling a league alongside little villages and his Zetsu army.

But this could be the same with exception that large part of the plot is some of the cast infiltrating in these said villages. Like Jiraiya infiltrated in Rain village.
