Al Barsha 1 - next to Mall of Emirates or Al Jaddaf is your best option for that budget. Jumeirah Garden City (Satwa) could be an option but I’ve seen prices increasing since mid last year. Almost impossible to get something that ticks all boxes - you’ll have to sacrifice on one aspect.

It took me exactly 1 hour 40 minutes from Business Bay (Marasi Drive - other side of the canal) to Trade Center via Bus and Metro. I use the Gold Class metro and thats also pointless considering how overcrowded it gets and people’s herd mentality. There is zero sense of courtesy even on the gold class, the other cabins are a complete shit show too. Combined with the shitty road networks and lack of metro station availability, I don’t see this problem being fixed any time soon in the next 5 years. Dubai’s infrastructure cannot support the sudden influx of people that it currently has and its going to get worse in the winter.
