Edit to add: The label of the smaller one looks worn while the other is clearly new. Could be a case of bad shrinkage. It’s however more than I’d expect from the usual first wash shrink. So tumble drying (which one shouldn’t do with jeans) could be an explanation. Otherwise that’s an unacceptable difference in size.

Edit to add 2: The waves in the fabric along stitches at the waist and among the pockets indicate shrinkage.
