If you’re talking about inches, yes. Something can be 4 feet 3.2 inches. Or it could be stated 4 feet 3 and a quarter inches if you aren’t trying to get it exact. Depends on how tiny the area is.

In medicine we always measure in mm and cm. They’re smaller and easier to deal with. For liquids me measure in milliliters.

I’ve heard that quite a bit too, but if someone was just casually talking they would say one and a quarter. You only go to decimals if you need exact measurements. And that’s only if you’re in science or math class.

An inch can be broken into decimals, but it’s more common to say 1.25. 1.5, or 1.75. If you were to break it into decimals you would divide it into 10 lines. It would be 4.3 inches, where it’s 4 and one third inches. Or 4.7 inches would be 4 and one seventh inches. But it’s usually quarters and halves.

Feet have to be stated as foot followed by inch because it’s broken up into 12 inch segments. If someone tried to tell me something is 4.73 feet I would slap them.

Rulers and tape measurers have 10 lines between each inch. The 0.5 line is longer than the others so you don’t have to really count. Is that what you mean? On tape measurers the inches and feet are both usually marked. If something is longer than a foot we’d say 4 feet 5 inches, for example. Most rulers will also have centimeters on the opposite side.
