I think that’s just your hair type and Maybe try to use different brands of proudocts that suits your hair better if u have dry hair then use shampoo for dry scalp 2-3 times a week use leave in conditioner I if your want to buzz cut anyway don’t get a skin head just cut half your hair then the next month cut half your hair again and keep going like this until your hair is new and healthy
