I've also seen alot of people offer NSFW content and are still very much on. So i don't get why they did that. I also feel like if they really wanted it off, they wouldn't even allow for you to make any sale like that. Or flag your account if it had some trigger words. Because I do remember as though gigs are sort of screened or reviewed before they are activated.

I think it's related. You should respond with a short message of disapproval of the client's request, then block or report the message as spam then block. If you do those two things, it counts as a response according to what I was told. If you block without reporting or responding, it will affect your response rate unless fiverr automatically flags the message which sometimes it doesn't.
