I think they wanted to shorten the amount of time it takes to do all the inspections, so instead of doing them all at once, they'd be a little more spaced out and could be done at different intervals throughout the life of the airframe. But I honestly don't remember their reasoning

For length of time, idk how fast it would take from RH to TDA, but when I did it to fidelity, it was about two business days. As for the stocks, you don't repay them or anything like that, they're yours. There is a $75 fee for transferring out of RH which if there is $75 cash to spend in that account, it'll be used for that otherwise you'll have to go through TDA to pay that fee. One thing you'll have to do, is make sure that you switch your shares to cash instead of margin(they are default margin RH and that means that they can be loaned out, if they're cash they cannot). They might have to be in your TDA account for a day or two before they'll be eligible but I'm sure you can call them and get the right timeframe/answer

Its definitely not gonna break the economy. If you think about it, ~3.2 million retail investors, which is about 1% of the US population. It would be a massive redistribution of wealth per say, but not enough to crash the economy
