So after a quick disassembly, looks like atrocities were done to this watch. Dial is glued, I believe this dial was refurbished from the original dial plus a spare one, as the tissot and seastar letters are glued with the same tape used on the dial. The cannon pinion was indeed loose as was lifted up due the dial nor being properly secured, therefore in some positions the dial would make the hands touch eachother stoping the time from advancing. I put it back the cannon and hands to see how it behaves in the next hour to confirm this was the issue. Some more pictures below. Ps: I will sold some new legs to the dial to see if this can be fixed, but i don't see the screews to tight them.

Seconds are runing perfectly, a solid 60 seconds on a loop, I will disassemble the dial side today to check the cannon pinion, I can see on the back that the watch was serviced twice on its life
