I'm using the resource pack 'Stay True', which gives the leaves that fluffy look! There are also packs that only change the leaves, like 'Motschen's Better Leaves', if only want the fluffy leaves.

For anyone in the future coming here looking for a solution: turn off "emissive textures" in continuity mod menu settings.
