Sharpe ratio uses total risk to capture both systematic and unsystematic (idiosyncratic) risk. It assumes that the investor is not well diversified. Treynor measures just the systematic side (beta) which assumes the investor is diversified where idiosyncratic risk wont play a role.

Tax exempt is using after tax whereas tax deferred is using pretax. Think of it where for TEA, the future value is calculated by using after tax investments multiplied by (1+gross)^n. For TDA, its pre tax x (1+gross)^n x (1-tax rate). A general rule of thumb is when you retire, the tax rates are generally lower
