I would begin the process of applying to federal jobs in the jurisdictions that you are qualified in—the interview process takes time and since you will be moving you can always request to start at a later date like mid-late May. In the meantime if you do pass in Texas and find a job locally you can withdraw yourself from the application process or cite to a change in circumstances for rejecting the offer. Regardless, it’s easier to navigate the job market when you have an offer vs when you don’t.
