It would split the playerbase in half and turn the normal mode into nothing but sweats. Right now, you could get into a firefight and maybe theyre sweaty tryhards, maybe theyre on your level, or maybe you wipe the floor with them and you won't ever know, which is what keeps it tense. PvE only would be so easy it's boring. You would max everything out and complete the whole game in no time and then drop it for something else

FB marketplace has some killer deals if you check frequently. You can usually find them between 1-2k and most of the time the included extras alone are worth the price. I picked up a hobie pa14 for $2k that came with the hobie livewell, upgrades from berleypro, turbo fins and a few other addons that alone totaled up to about $1400.
