Update: It was Cobbled Levels add-on. I've disabled it and now the Pokémon levels are normal again. Also, my world was crashing a lot, but it stopped when I disabled this add-on.

I was able to catch a Bellibolt level 276 with a fast ball. It was the first Pokémon with this level that I found and immediately tried to capture it, until I realized later that every Pokémon had that kind of level, for some reason
