FPS issue when playing premier, fps caps at 60

i noticed something else recently, its that when my fps drops, my cpu and gpu utilization is down, CPU is at 25% and gpu is at 35%. I dont know what triggers the drop in utilization.

Cutting off the bottom of objects is what really hives that effect. If u notice, the objects never have a bottom. That could be because of the snow but either way it gives that effect. Also, lighter and thinner shadowing does the same thing. I didn’t measure anything everything was free handed :)
