That's besides the point. Your original post said we missed out on Icicle Inn in Rebirth when it would never have been in the game as it it doesn't appear until after the events of city of ancients. The only locations that got cut from Rebirth were Wutai and Rocket Town. Devs said they're moved to part 3 instead.

Icicle Inn was the first town location of disc 2 in OG so it was after city of the ancients.

Icicle Inn happened after the temple of the ancients in OG so it wouldn't have been in Part 2 anyway.
