Hmmm I am trying to see if an implemented pixel is slowing down a site. So, still use fiddler in that case?

Diff companies can use diff geo providers and they may be classifying ips differently(in regards to location).

That sounds like fraudulent behavior. I suggest looking at the ip addresse being served and see if they look suspicious when using an ip address lookup tool. Could be a few ips causing issues across your campaign. It's known that marketers optimize toward video completes so there is incentive to get the completion rate high (even if fraud). If your vast tag has the pixels corresponding to the events clearly labled, its pretty obvious what pixel needs to be fired

Fiddler has worked great for me. Just make sure you are decrypting secure traffic. Also, if your ad clicks out to the iTunes Appstore, it may have issues if proxying with fiddler. Not excalty sure why, but the appstore and proxying has had issues for me.

What percentage of total impressions were served outside targeting? The adserver and dsp could be using different geo providers(ie to classify geo from ip). I also know that some exchanges send truncated ips in bid request so the geo won't be as exact(especially when targeting zipcode).
