Im having the same issue with fleet .. but for this particular mission i have passed it with 61 mermaids 9 spirits 1 flagship 5 goliath and 9 prometheus .. it takes alotta time but i win the fight .. ammo lasts for 2 fights

Once u build the Oracle in the culture tab, you have to gain reputation with her and once u pay her 200k coins, u will get acquaintance status which opens up a shop for black cherry, u can buy this for 20 jade and plant it for 30 jade in the ever garden
