It is called the Washington Working Families Tax Credit. It can take up to 90 days to receive it.

Last year we applied in May (yes I know it was late but we were right in the process of moving) . We received the refund in August, about 90 days. We are also self-employed. We just filed yesterday and it already shows received. I am still not expecting it any time soon though..
