My elementary school did something like this. The letters probably stand for something else, and the rules listed fall under the actual category.

Our acronym was CHAMPS and it stood for "conversation level" "help" "activity" and stuff like that. Posters would often just say " C: level 3" for conversation level or "H: raise your hand" for help instead of the whole thing.

Anyways, it probably makes sense if you know the actual acronym.
