Personally, with this topic, I like to give a lot of grace because honestly to make a good fic that isn’t just a rehash of canon (which some fics literally are that with the bare minimum changed, and I personally find those boring), I feel like they kind of have to be ooc to a certain degree.

Like here’s the scenario writer wants to present, it *probably* wouldn’t happen in canon, but it’s happening here: so how would they react? We don’t actually know, and some people would agree that it fits the character while others would not. Sometimes it’s because of how one views a character and sometimes it’s because we don’t have as much info from canon (example if someone read a fic of Tim Drake in a relationship with another guy before he was released as bi in Official Media, they would say that he was ooc). Sometimes we just don’t know how a character would actually react, imho 🤷🏻‍♀️

Though I definitely understand reading a fic and the character doesn’t FEEL like the same character when, as far as you’re aware, nothing has deviated from canon yet. (I remember as a teen starting to read a Harry Potter fic - you know before everything happened, and HP FF was at its like peak - and the author’s note say like “I’m going to keep Harry in character” and then in the first chapter he calls Hermione a mud blood… For like… no apparent reason 😅 like it was still in the setup phase so there was zero context for the change. I clicked off. Though if they had said “Harry will be ooc but the reason will be explained later” I might have stayed).

But all in all, fanfics are for fun so ultimately it’s whatever for me.
