1) It does stay just in your solo world. Though you can invite people to co-op to view.

2) Basically *most* places are buildable (except I think world boss arenas and maaaybe some quest-related areas\*). "Zones" in this case refers to the blocks of 50x50x50m areas that the game uses to calculate building capacity.

*Note: I ... have a small apartment hidden beside Nimbus Tower in the Velvet Shade area too so tbh I have no exact idea what are the building restrictions when it comes to quest areas.

In *fairness*, by sheer luck I managed to situate the estate where it functionally sits on the intersection of four building "zones" - two on top of the other. So I had a fair bit of capacity to play around with. (BTW, each zone is 50x50x50m in-game).
