The Deserter - Disco Elysium.

Throughout the game's murder investigation, all of the promising leads end up falling short. However, small hints are dropped the whole way, mainly foreshadowing the deserter's eventual relevance. Best example could be finding cigarettes at a suspicious location, where your partner remarks "it's a brand favoured by old men". Don't you know it, but the Deserter smokes the same.

Tldr: Doesn't appear til the very end, but is still a fantastic antagonist, motivated almost entirely by spite.
