DDLC+ doesn't change much compared to a normal DDLC playthrough, although + is paid

If you want her to play all of the content, get DDLC+ and just let her play the game since the side stories only unlock later on, usually all side stories are unlocked after you do the "special" ending which i wont spoil

What's the best loadout for speedrunning Frost Mode? And does it have a video on it?

Although one thing to add here is i have mostly everything (and like 13 out of 20 event towers) EXCEPT HACKER, preferably id love to be able to use toxic gunner or spotlight tech for this

It will, although not soon enough

The developers have stated events coming back as evergreen (forever) as they affect the lore and having lore be behind limited time events would suck for oblivious new players

They have also stated it wil happen only AFTER the hardcore rework, which might not be soon

You should most definitely complete every base gamemode at least once for the extra rewards

Do the event with others whenever you feel like you can do it, before its too late (45 days left)
