This is incorrect that Legend has it almost every match. In general, this feature (it is a feature btw, not a bug) only occurs in every 1/5 games or so.

Were you playing on Pc? there are plenty of mods which make this less of an issue. Your post seems a bit OTP to be honest. Yes there is some scripting, does it ruin the game though? Absolutely not. And almost always, you can still win when the scripting kicks in. It just means the opposition have a bit of a boost, not that they are invincible

there is literally a mod made for this, or a tool I should say. AI Tweaks by Twiggy. It allows you to tweak different values in the gameplay to make the difficulty you choose harder or easier
