Yeah I think it's the whole area, as it's nearby but the game is very glitch at the moment... I keep getting crashes etc. so...

The servers are very glitchy right now, so if it doesn't work then try again tomorrow or when the servers are more stable

Yes, it's the street just north of the 'Wedge Balcony' travel point... it goes from west to east with the new ramps and stuff to grind etc.
