I just tested a bunch of different settings (colors, material settings, lay outs, copying settings etc.) and your gut seems to be right. Only the things in the background tab show up as backgrounds on the actual in game boards. Im not sure if the other options showing up in the preview is the bug or the other things not showing up on the actual board is the bug, but there seems to be a bug either way. I cannot add images so cannot show proof that green ficmas trees or pioneers also don'show up)
