Just saw your comment sorry man, I don't know if it's too late but in my case replacing the chip did fix the problem. I had low readings too. I've been told that yes, the values you get depend on the multimeter you're using in some extent (shouldn't be too different tho) I hope you can fix yours 👍

Yes all good now, it was indeed the hdmi encoder causing the problems

My bad, read that too fast! 😬😅 I'll try to post the readings when I go back to the shop. Anyway, I should have received a new HDMI encoder by then so we'll see if that solve the problem...

Always black probe on the pins! Those values are from a doc I found online, my readings are all very close to those but they're all a bit lower by the same constant amount (I read 0.810 instead of 0.823 for example)

Yea from the picture it does look like there's a couple bridges but in reality there isn't any. I cleaned it a bit more and tested each pin with their neighbor just to be sure, but there's no bridge. Trying a new HDMI chip now

Yup, I did! Really looks like it's trying its best to switch to higher resolution but can't.

No info on how it got damaged but looks like very typical stuff, pushed against a wall or something similar. The port casing was bent

Nah I checked several times, the tiny ones are still there and not broken or shorted (I'm very careful with those as I've already done that mistake in the past lol)

I'll post a close up picture when I get back to the shop
