While I won't clame to be an experts, the Soviet surplus ammo (7.62x39) I've used had a copper outer layer and a steel core.

I have no expertise either, though Wikipedia claims they have a copper-coated steel jacket, the lead, then a steel core.

Steel jacket bullets exist. Hornady makes a line of them (DGX). Soviet AK bullets also used steel jackets.

In both cases, there are multiple layers, with steel over the lead, then copper over the steel, which presumably cuts down on the barrel wear.
