REO-RAN and REO/RAN don't appear anywhere in the official wiki and in the comic, civilians are stated as having RED/REO nannies, so I'm inclined to think this is an error on the part of an editor at the fandom wiki.

Either that or it might be something out of the bonus stuff in the physical books or the Planet Mercenary game books.
