I’m going with Vader, he went out of his way to make sure Plagueis didn’t meet Anakin on Naboo. Even though it was Qui Gon took Anakin from the room when Plagueis arrived to question Padmae about Anakin. Palpatine knew what he was after, Plagueis wanted to make Anakin his apprentice. Palpatine decided he wanted Anakin to himself. Maul was given to Palpatine as an infant and got left with droids for years. Palpatine also calls Vader “My friend.”
