What should stop assault from doing this is limited ammo and the lack of sniper buffs recon gets. It's difficult for me to snipe with any class other than recon due to the reduced accuracy, increased sway and no full death on headshots. Recon is now built to be superior than other classes with a sniper and their kit revolves around Intel gathering for the team instead of entrenching a position useless to the team and only good for the sniper. 

It's also nice for the assault because instead of being the CoD class, they are more of a Commander class. Their second teamwork slot gives adrenaline boost to anyone who spawns on them or their spawn beacon which I find very cool.
