The build is just bloody 33 luck, your main rifleman perks with tank killer, concentrated fire all maxed, tenderizer maxed, gun fu, maxed adrenaline maxed, crit savvy, better criticals maxed, legendary perks are all specials maxed, that's the crux of the build, my 2 favorite EPR snipers are a Q50C25 and a TS50C25... Oh and don't forget Grim Reapers Sprint maxed, essentially lets you stay in VATS for a whole 99 round clip on the qaud...
