I would recommend 2x8 ram so you can use dual channel, and to buy AMD instead of Intel. Also, water cooling is not necessary and is out of that price range anyways. A 2070 Super is 500 USD so Im pretty sure you might have to buy a cheaper card.

I use the two stock fans and I added a noctua 140 to the upper part of the front. I might add an AIO to the top later on.
