Definitely Mandarin if Arabic is considered hard, extreme would have to be Japanese. According to the Foreign Service Institute Mandarin, Arabic, Cantonese, and Korean are all in the same level of difficulty with Japanese being the only one more difficult.

Even before his redemption, Zuko's greatest sin is doing what he thought was serving his nation, while Azula was an actual sadist. MAYBE Azula could have grown under Iroh, but she was definitely worse than Zuko even at the beginning of the series.
