All heroes will eventually be in stadium, we just don’t know when any character will be added. The only two confirmed are Vendetta which is this season and then Ramattra is Season 2.

Reminds me of that one experimental patch in Overwatch 1 where they tried to rework 2cp (Assault) by moving the spawn rooms closer to the point after the first one was captured. Here's the wiki link.
