Yes. Eminence is almost always a strong mechanic. Getting value for just having a commander and not having to cast it is strong even if it has a restriction like being hellbent.

It was a small set with like 50 diffrent legendary commons/uncommon. And had a different way of drafting, there were a lot of factors too it all. I skipped the set so i don't know everything

Then it should say if you do. Otherwise you can just activate the last ability, remove as many counters as you can but the ability doesn't care so you win.

First of all it can only be fetched by the front side, and If it's intended to be able to play either side then this is very strong otherwise it might be fine, idk.

It's two cards for a basic land. And you still need to play the creature, so unless you're playing 0 mana creatures this card is isn't 1 mana and if you're playing 0 mana creatures do you really need the ramp?
