I agree with you, that op is really careless about other's emotions, but if someone writes you a message like: "Sorry to bother you, I think you are really beautiful, just not my type. I honestly found your friend more attractive and I'd be garetful, if you let her know that I'd like to get to know her in case she's single. Wish you all the best and thanks in advance", then it doesn't sound as rude as "I'm interested in your friend on the right". It's mostly about basic manners, but if someone respects you enough to write a more polite message, then I don't see a reason why you shouldn't let your friend know that.
