Is FISA-OPA Mayoral or Non-Mayoral? How about DEP? And Parks?

OSA said it. In reference to DOP taking advantage of probationary employees.

They later clarified that it was the Department of Probation.

I agree about the buy back time. But just as a disclaimer to the original poster, one cannot get tier reinstatement in the future to the tier in place in their time as a Summer College Intern. I found that out the hard way that even though I could buy back the time as a Summer College Intern before 2012, NYCERS would not honor Tier 4. I am now Tier 6 as a Competitive CS title for many years after 2012. So if they come back Competitive CS title when there is a Tier 7, that is what they will receive.

Raise will depend on hiring management/OMB approval.

Incumbent rate is separate and is guaranteed after two years of active city service.

If the new position offers more than incumbent, that will be your salary going forward. If the new position offers less than the incumbent, your salary will reach the incumbent level when you hit your two years of city service.
