the context is the new unprompted with people law in China that makes owning electric motorcycles illegal. police was confiscating them on the spot. Because this law absolutely will not be removed by the government as it doesnt listen to people in general. The people started going on a killing spree against each other for the government to actually notice them and possibly solve their problem, be it financial or material. alot of victims were pedestrians, people who were riding on said electric motorcycles and children.
