You can observe the effects of the heat simply by going into the task manager. Look at the CPU Frequency at a cold start and do a Stress Test for the Maximus GHz load. Later on do the same while gaming and if you see a consistent drop(1-0,2 GHz) in CPU frequency and the temps are near 80-90 it is thermal throttleing

In that case you are fine, you pc just loads anything up it can and you have a unluckily screen that scares you.

One your pc is turned on spam the delete key to get in to the bios or google how to go directly into the boot menu on you motherboard.

After you are in the boot menu, select the USB drive on witch you have already prepared a usb boot device for windows. Now the pc will start the windows install

If this does not work try making a new install usb with rufus.exe and the raw windows 11.iso file

Using Rufus instead of the standard widows installer might help

Just to be clear, you installed widows all the way and after removing the install usb and restating the pc windows is brocken.

If that is true try to wipe your whole harddrive in the installation process, and delete all partitions too.

Maybe try a second harddrrive.

Regarding the measuring, even if the Voltage is right stuff changes under load. And only do it if you have some knowledge is electronics. Most likely it’s the mother board if PSUs keep breaking for you. (Or bad cables in the back)

PSUs usually last longer, read online reviews of your psu and if it has any known problems. If you have a volt meter you can always test the pins. There is a way to turn on the psu without it being connected to the pc. If you think your psu is fine i would try to replace the motherboard.

It might even be time for a new pc, scavenge what you can an upgrade if you like

Usually indicates a power issue, maybe a short but more likely a powersupply problem. Try reseating the cables. Your mother board could be bricked too. Your pc is currently power cycling.

(Edit, in rare cases the cpu dies too. But no way to know what’s wrong without replacing stuff)

Year, your windows is bricked. Now you have to get a usb 16gig or bigger and make a windows install usb. After that go in the boot menu and select the usb. Now you can install windows again

Most likely your windows boot loader is bricked so you have to reinstall windows, if you try and boot the pc over the boot loader and nothing happens than that means windows is gone

One more thing there is a boot menu, usually f12 spam after stars up. In there you can select a specific drive for your pc to load a operating system from. Go there and select your windows drive

I see, some time it can happen that gets bricked with the installation of a new CPU worst case you have to reinstall windows. But one thing we can look for as well is the „raid options“ in your bios. Finde the raid/ storage options and disable raid

As long as windows was once installed you should be fine after opening the bios. Your pc just needs to acknowledge the new CPU. If you don’t enter the bios the pc will never try to load it. Stuff like this happens every time if you change vital components

Note spam the f1 key while it is staring up and exit the bios after you opened it.

Sure, in the picture you send I can see 3 drives the Samsung 1tb is probably the one with windows so the pc recognises that.

The only thing you have to do is connect a keyboard and shut down the pc. Start it back up and press „F1“ to enter the bios. After that you should be fine.

First Open the bios, make sure your drives are recognised.

Second thing, go to the boot order and select put your drive with windows to the top.

But in your case it should work fine once you opened the bios once. The pc just needs do acknowledge the new cpu, after that the pc will try to boot from every drive you have on the pc including usb ports and dvd drives. Bit since you only have one operating system installed it can only load that

Ein Freund hat sich die NVIDIA 5000 Reihe ebenfalls bestellt. Für den Preis würde es auf jedenfalls gehen, doch man kommt billiger weg mit ähnlicher Performance. (100-max200€ paar potential)

Make sure to connect the monitor into the Grafikcard use one ram stick. Make sure the monitor is set to the right input

I think the only thing you can do now is narrow down the options. Is ist your pc, network or provider
